DATE: 7/12/02 QUESTION: Does RBIA fit with control self-assessment? ANSWER: Yes. The RBIA Governance, Management and Performance tools are perfect for control self-assessment exercises. DATE: 7/10/02 QUESTION: We have made a decision to implement RBIA but our audit managers are resisting the idea of committing to deliver a business benefit, on a specific date and for a committed price. Will RBIA still work if they get their way and we end up not committing? ANSWER:
You will not get all the value and productivity that RBIA can deliver.
But I think that you have a more serious problem and that is the
reluctance of reasonably well paid people (audit managers) to refuse
to commit to specific deliverables to the business in exchange for
their salaries. I certainly do not expect minimally paid workers to make commitments like we expect in RBIA. However, I do not know a single audit manager that is under 21 and is being paid a minimal wage. For the money that we earn, the refusal to commit to specific deliverables to the business is a key reason why internal audit departments have such a bad reputation in the company. When sales, manufacturing, IT, engineering and finance have to commit to specific deliverables by specific dates and costs, auditors who refuse to do so just reenforce the negative reputation that we have (unfortunately). Internal auditors have a tremendous amount of value to add to the business. The RBIA process is simply a way to structure and deliver that value in a way that enhances our reputations. I would suggest that the real resolution to your dilemma lies with the commitment of your General Auditor. If the General Auditor doesn't believe in the necessity for auditors to commit to value deliverables to the business in exchange for the salaries that we receive, then, sadly, your RBIA implementation will not be a success. |
